INSTEAD of questioning the conditional cash transfer (CCT) program of the Department of Social Welfare and Development (DSWD), former President and now Pampanga 2nd District Rep. Gloria Macapagal-Arroyo should support the initiative that she herself started during her administration to alleviate living condition of millions of poor Filipinos.

This was the call of Oriental Mindoro 2nd District Rep. Reynaldo Umali even as he asked DSWD Sec. Dinky Soliman to allocate some portions of the CCT to his province, which is the 12th poorest in the country.

“Maganda ang programang ito na sinimulan noong panahon ni Pangulong Arroyo kaya ito ipinagpatuloy ng kasalukuyang administrasyon dahil talagang nakatutulong sa mahihirap,” said Umali.

Umali was referring to Arroyo’s 4Ps or Pantawid Pamilyang Pilipino Program, which, according to the lawmaker, benefitted six of the poorest towns in his province during the previous administration.

“Dapat nating unahin ang kapakanan ng mahihirap na siyang makikinabang sa proyektong ito na nararapat lang suportahan ng lahat,” Umali added.

As a former leader, Umali emphasized that Rep. Arroyo should put welfare of the poor in mind and not let personal issues with Soliman get in the way.

“Bilang dating pangulo, puwede naman siyang magbigay ng mga panukala o payo ukol sa nasabing programa upang lalo itong maging epektibo sa pagtulong sa mahihirap,” the lawmaker said.

With Arroyo’s vast experience in running the country, Umali believes that the Aquino government could acquire knowledge on how to effectively run the CCT  program.

“Siguradong makakatulong ang Pangulong Arroyo dahil sa kanya nga nanggaling ang proyektong ito,” Umali said.

Umali pointed out that the CCT is an effective tool to combat poverty in the grassroots level, with the government helping the needy to meet their everyday needs through cash doleouts to qualified families.

“At the end of the day, hindi makakain ng mahihirap ang mga schoolbuiling o kalsada. Pero malaki ang maitutulong ng CCT dahil direkta itong ibibigay sa kanila ng gobyerno,” Umali said.
