PNP to implement Task Force HOPE for barangay, SK polls

THE Philippine National Police (PNP) is poised to implement a 45-day nationwide security operations for the synchronized Barangay and Sangguniang Kabataan elections on October 25.
PNP chief Director General Raul Bacalzo issued Letter of Instruction HOPE 2010-Bravo, mobilizing the entire 135,000-strong PNP to assume election duties as deputies of the Commission on Elections.
"We take this challenge as another opportunity for the PNP to shine and possibly duplicate our fine performance of election duties in the May 2010 national and local polls," Bacalzo said.
Bacalzo named Police Director Benjamin Belarmino, PNP Deputy Chief for Operations (DCO), as commander of National Task Force HOPE 2010-Bravo, with the primary responsibility to oversee and supervise all election security operations by lower units.
Comelec Resolution 9019 orders the PNP and AFP to enforce a nationwide gunban from September 25 to November 10, 2010 or 30 days before and 15 days after the synchronized Barangay and SK elections on October 25.
Joint Security Coordinating Centers (JSCC) will be put up by the PNP and AFP at the national, regional, provincial and municipal levels to ensure police-military inter-operability and coordination in operations against Partisan Armed Groups and other election law violators.
Bacalzo has instructed NTF HOPE 2010-Bravo to closely monitor the prevailing situation in perennial election hotspots and to initiate immediate action to prevent any outbreak of election-related violence.
Part of the intensified efforts for the peaceful and orderly Barangay and SK elections are the strict implementation of the gun ban starting September 25 until November 10 and the establishments of checkpoints in various areas.
Similar moves were made during last May 10 presidential elections which was declared as the most peaceful and orderly political exercises by both the PNP and the Armed Forces of the Philippines (AFP).
