STARTING September 16, the Metropolitan Manila Development Authority (MMDA) will re-implement Regulation Number 96-009 or the Anti-Littering Law after it was approved in principle during today’s regular Metro Manila Council (MMC) meeting held at the Makati City Hall.

Chairman Francis Tolentino said personnel from the agency’s Health, Public Safety, and Environment Protection Office (HPSEPO) as well as deputized environmental police or enforcers will start apprehending offenders and issue the Environmental Violation Receipt (EVR).

The said regulation, amended by MMDA Regulation Number 99-006, approved by the MMC on 1996, prohibits littering, dumping, and throwing of garbage or any kind of waste in open or public places. It also requires all business establishments, public or private, to maintain the cleanliness of their frontages and immediate surroundings.  Its implementation was suspended in 2003.

Under the law, violators are issued an EVR, with corresponding fines ranging from P500 to P1,000 and community service for those who cannot afford to pay the administrative fines.

The members of the MMC, the agency’s policy-making body, were all in agreement to integrate the salient points of all existing anti-littering ordinances implemented by the seventeen local government units (LGUs) comprising Metro Manila, MMDA Regulation 99-006, and Republic Act 9003 otherwise known as the Ecological Solid Waste Act of the Philippines.

Among the important concerns raised were the different penalties imposed among the LGUs, integrated health campaign, deputation of environmental enforcers, and budgetary requirements.

“We will be going around the LGUs and conduct information and education campaign for public awareness before we start our actual apprehension,” Tolentino said, emphasizing the need for active public cooperation.  

The re-implementation of the Anti-Littering Law is in pursuit of MMDA’s mandate to uphold the health and sanitation of the metropolis and its residents.

The meeting was attended by City Mayors Aldrin San Pedro of Muntinlupa, Sherwin Gatchalian of Valenzuela, Jejomar Erwin Binay of Makati, Ma. Laarni Cayetano of Taguig, John Rey Tiangco of Navotas, Enrico Echeverri of Caloocan, Jaime Medina of the Municipality of Pateros, and representatives from the other LGUs and various government agencies.
