WHAT'S the reason behind Sen. Teofisto Guingona's refusal to set aside his Blue Ribbon Committee's recommendation to impeach Ombudsman Merceditas Gutierrez?
 
Is he merely trying to live up to his “Galit sa Buwaya” political slogan that he used to catapult himself to victory in the 2010 elections?
 
For me, this should not be the case.
 
Sen. Guingona should be aware that his impartiality, and also of other senators who signed the committee report, would be scrutinized once the impeachment complaint against the Ombudsman reaches the Senate.
 
The best thing for Sen. Guingona to do is to set aside the recommendation and instead wait for the impeachment complaint to be formally filed with the Upper Chamber.
 
This way, senators who will act as judges in the impeachment complaint would show that they would give Gutierrez a fair shake.
 
After all, they are only judges and not executioners.

Interior Secretary Jesse Robredo’s warning to all policemen using stolen vehicles that they will be charged administratively is a case of too little, too late.
 
The practice of some operatives of the Philippine National Police (PNP) to use hot cars for personal use is long prevailing within the organization. Ganyan na ang kalakaranan ng mga nakalipas na pamunuan ng PNP.
 
But some officials are turning a blind eye on this because they will not squeal a fellow in uniform.
 
I remember during the time of Panfilo Lacson as PNP chief that the Camp Crame grounds became a parking lot for stolen vehicles when he ordered the return of all hot cars used by policemen.
 
Sa takot na makasuhan, nanginginig pa ang mga buntot ng mga pulis na nagmamaneho ng hot car at ibinalik ito sa PNP.
 
This is the way things should be done.  They should walk their talk.
