On Congress

The House of Representatives will look into the real reason behind the high electricity rates in the country, Speaker Feliciano Belmonte Jr. said yesterday. He told the Wallace Business Forum in Pasay City that the two chambers of Congress, through the Joint Congressional Power Commission, would inquire into the cost of electricity as part of its review of the implementation of the Electric Power Industry Reform Act (EPIRA) of 2001. On carnapping

Police arrested yesterday two suspects in the murder of car traders Emerson Lozano and Venson Evangelista, whose burned bodies were found in separate places in Central Luzon last Jan. 14. The arrest came as the leader of a carjacking group and his seven cohorts were nabbed in a separate operation in Dasmariñas, Cavite at around 2:30 a.m., also yesterday. Reports reaching Camp Crame identified the arrested suspects in the Lozano-Evangelista case as Alfred Mendiola, alias Bading, and Batibot Parulan.(Philstar)

On Vizconde massacre

Following his acquittal in the celebrated Vizconde massacre in 1991, Hubert Webb now wants Jessica Alfaro to pay for her false testimony that led to his 15-year incarceration. Webb called on the Department of Justice (DOJ) to investigate Alfaro and file a criminal case against her for what the Supreme Court (SC) ruled were inherently inconsistent testimonies during the trial. “Please take a look at Jessica Alfaro’s two conflicting affidavits, and investigate why she has two affidavits,” Webb said in a letter to Justice Secretary Leila de Lima. On Charter change

Malacañang is open to a piecemeal effort to amend the Constitution through legislation but only to encourage substantive debates on specific provisions that lawmakers see fit to amend. Presidential Communications Development and Strategic Planning Office Secretary Ricky Carandang said Malacañang was prepared to listen to arguments but not necessarily to support moves for Charter change (Cha-cha), especially a “wholesale” amendment of the Constitution.(Philstar)

The Department of Justice (DOJ) affirmed yesterday the indictment of the executives of Fraport AG Worldwide Services Inc. and the Philippine International Air Terminals Co. (Piatco) for violation of the country’s anti-dummy law in connection with the Ninoy Aquino International Airport (NAIA) Terminal 3 project. In a nine-page resolution signed by Undersecretary Francisco Baraan III, the DOJ denied the respondents’ consolidated petitions seeking a review of its earlier resolution dated March 15, 2007, which found probable cause against the Fraport and Piatco officials. The respondents have been accused of using Philippine corporations as fronts for their investments in Piatco to circumvent the 40-percent ownership limit for foreign investors. (Philstar)

On Gen. Garcia

After denying that he had plundered more than P300 million in taxpayers’ money, former military general Carlos Garcia now claims to have never admitted being a comptroller, a position that would have given him vast control over disbursement of funds. “There was no admission that he held the position of comptroller. There were many major generals in the military but not all of them were comptroller,” Garcia’s lawyer Constantino de Jesus told the Sandiganbayan Second Division. De Jesus said that there was only a reference to Garcia’s rank as major general and not as comptroller. (Philstar)

On Mar Roxas

Vice President Jejomar Binay yesterday welcomed the entry of former senator Manuel Roxas II as chief troubleshooter in the Cabinet. Binay, who beat Roxas in the vice presidential race in the May 2010 elections, said he has no problem working with Roxas in the Cabinet. “Welcome to the Cabinet. The elections are already over. We all need to help President Aquino fulfill his plans for the people,” Binay said. (Philstar)

On rice scam

Malacañang countered criticisms yesterday that the rice importation anomaly bared by President Aquino was a publicity stunt. Presidential Communications Development Secretary Ricky Carandang said the President wants the investigation and prosecution of people behind the overpricing and over-importation of rice. “That’s exactly our intention. So we will see that happen,” Carandang said.(Philstar)

On graduation

The Department of Education (DepEd) has issued an early call for public school heads and teachers to refrain from holding lavish graduation ceremonies and from collection of graduation-related fees. Education Secretary Armin Luistro directed all public schools to observe austerity and simplicity and not to burden students and their families with unnecessary fees.(Philstar)
