Sen. Antonio Trillanes IV yesterday set foot in the Senate for the first time since he was voted into office in 2007. “I am relieved that finally pwede na tayong makapagsilbi sa bayan (we can serve the people),” he said. Appearing before reporters, Trillanes said he and the Magdalo soldiers revolted against then President Gloria Macapagal-Arroyo for a just cause. (Philstar-p1)
Speaker Feliciano Belmonte Jr. said yesterday the P83- million budget for the Truth Commission may be realigned to other agencies so it could be put to good use. Belmonte issued the statement after Zambales Rep. Milagros Magsaysay slammed the administration bloc in the House of Representatives for leaving intact the budget of the Truth Commission despite the latter’s being declared unconstitutional by the Supreme Court (SC). She said the P83 million might become another pork barrel at President Aquino’s disposal. (Philstar-p6)

Malacañang is working out on a possible courtesy call of Sen. Antonio Trillanes IV with President Aquino before the end of the year after the former’s petition for a temporary liberty was granted by the Makati Regional Trial Court (RTC) last Monday. (Tribune-p3)
Malacañang yesterday expressed confidence that the recent decision of President Aquino to abandon the holiday economics that was practiced by erstwhile President Arroyo will neither affect the local tourism nor the economy’s growth. (Tribune-p3)

Following the swift approval of the P1.645-trillion national budget for 2011 by Congress, the Aquino administration would adopt the policy against reenacting budgets, Budget Secretary Florencio Abad said. “The new trend now is the early enactment of national budgets. We are shunning the convoluted and shadowy practice of reenacted budgets,” he said. Abad stressed the 2011 reform budget will “pave the way for the succeeding budgets to be enacted on time.” (Philstar-p7)

President Aquino may use the P83 million budget of the Truth Commission to augment the judiciary’s measly P14.3 billion budget for 2011 if the Supreme Court will maintain its ruling declaring the body’s creation unconstitutional. Speaker Feliciano Belmonte Jr. said the budget could be declared as savings and realigned to increase the budget of the Department of Justice and the Presidential Commission on Good Government. He said the President has the prerogative to realign the budget to other important items that need augmentation since it would be used for the same general purposes under the P1.645 trillion national budget. Manny Pacquiao plans to fight Shane Mosley in his next bout on May 7 in Las Vegas. Former military comptroller Carlos Garcia was not sentenced yesterday after the Sandiganbayan postponed promulgation of the decision on the cases of direct bribery and facilitating money laundering he is facing. The promulgation of the decision was cancelled for still unknown reasons. Garcia is out on P60,000 bail after entering into a plea bargaining agreement with the government to plead to lesser offenses. (Philstar-Banner)
The Sandiganbayan Second Division yesterday issued a gag order on the Office of the Ombudsman, Maj. Gen. (ret.) Garcia, his family, and their counsels, against making any statement relative to the case and the plea bargaining agreement until the plunder and money laundering cases against the defendants have been resolved. The Second Division had been expected to render a decision yesterday on the plunder and money laundering cases against Garcia, his wife Clarita and children Ian Carl, Juan Paulo and Timothy Mark, and on the plea bargain which allowed Garcia to go free. The military reported yesterday an apparent violation of the 19-day holiday truce with communist rebels with a slay try on a member of a paramilitary group in Guihulngan, Negros Oriental. Armed Forces of the Philippines (AFP) spokesman Brig. Gen. Jose Mabanta Jr. said a certain Larry Bustamante, a member of the Citizen Armed Forces Geographical Unit, was fired upon by 12 rebels in Barangay Humay Humay last Monday but was able to escape unscathed. On South China Sea
Chinese Ambassador Liu Jianchao disclosed that China has expressed displeasure and rejects the involvement of the United States in the South China Sea dispute that should be limited to countries with claims over the territorial waters and the disputed Spratly Islands. Liu told a forum at the Chinese embassy yesterday that concerns over freedom of navigation in the South China Sea are “no excuse” by any third party like the US for interfering in the dispute. China respects the Philippines’ decision not to send representatives to the Nobel Peace Prize awarding ceremony in Oslo last Dec. 10. The Philippines and 18 other countries joined China in boycotting the ceremony to protest the awarding of the 2010 Nobel Peace Prize to Chinese dissident writer Liu Xiaobo. (Philstar-p2)

The Department of Health (DOH) yesterday revised the implementing rules and regulations (IRR) for disposing of dead persons by increasing the list of dangerous communicable diseases that could have infected them. In Administrative Order 0033, the DOH included five new diseases that need documentary requirements for the deceased to be transported from the place of death to burial or cremation. (Philstar-p6)

The Philippine government yesterday said it hopes to start exploratory talks next month with Muslim rebels waging a decades-old rebellion in Mindanao. Formal invitations have been sent to Mohagher Iqbal, the chief negotiator of the Moro Islamic Liberation Front (MNLF), and Malaysia is a possible venue, said Iqbal’s counterpart on the government panel, Marvic Leonen. The earliest, we hope, will be in January next year. We are open to holding the sessions anywhere, but it could be in Kuala Lumpur, Leonen said in a statement issued by the office of President Aquino’s peace adviser. (Tribune-p1)
